On 24 and 25 April 2015, an exercise of the Bavarian Red Cross (BRK) of the local league Kitzingen, in cooperation witth civil security research unit of the German Red Cross (DRK), general secretary Berlin, has taken place on the former USAF airfield Kitzingen. During this exercise called “ConneKT 2015“, the immediate treatment of injuries as a consequence of a simulated tribune collapse as well as a CBRN situation was trained. This exercise was utilized by the BRK in cooperation with the German Aerospace Center (DLR), in order to get new insights in traffic management during emergency cases and in order to test the use of terrestrial and airborne monitoring systems contributing to situational awareness. During this exercise, current traffic and situational information and aerial imagery were acquired by DLR’s 3K camera system on board the Cessna 208B Grand Caravan. Furthermore, the information was visualized in near-real time mode at a mobile situation room. Further experiments included the use of a remote controlled micro aerial vehicle (MAV) and particularly terrestrial monitoring sensors, such as GPS instruments and traffic cameras. Main tasks of the ZKI included the creation of reference and situation maps in preparation of the exercise and current cartographic information derived from the aerial helicopter-based monitoring and image processing. Situational information was visualized via a web-mapping application as well as printed map products, and exchanged to the exercise control on-site.
